The thin, shaped base and sponged decoration is characteristic of animal models produced at the St Anthony Pottery in Newcastle upon Tyne, later named Sewell & Donkin. See Pat Halfpenny, English Earthenware Figures (1991), p.119 for four animal models; two cow creamers, a horse and a goat, which are impressed 'ST ANTHONY 2' or 'SEWELL 4'.
